Colloquium "Humanitarian Intervention and the New Ethical Diplomacy"

  • INTRODUCTION

    As stated by Canadian Prime Minister Jean Chrétien in his address to the plenary session of the UN Millennium Summit (Sep. 6-8, 2000), the United Nations is the cornerstone of Canada's foreign policy. International development and humanitarian aid have always been major concerns for Canada, which welcomed the unanimous approval of a resolution calling for a comprehensive review of UN peacekeeping operations.

    Modern conflicts are fought mainly within rather than between states, and most of the victims are civilians. Keeping the peace after a conflict is not enough. The UN must also be able to (...) head off (a conflict) before it starts, and this poses the thorny issue of intervening in another country's internal affairs.

    This quote from Canada World View magazine is an apt summary of the concerns underpinning the conference on Humanitarian Intervention and the New Ethical Diplomacy which took place on March 16, 2001 in Ghent, Belgium. Sponsored by the Canadian embassy in Brussels, NATO, and the Flemish Association for Canadian Studies, this exchange of views between a small group of academics and practitioners touched on all major issues – conflict prevention rather than after-the-fact intervention, human security versus national sovereignty, the role of the media, the self-serving logic behind most states' "humanitarian" interventions, the legal basis of intervention as opposed to the principle of inviolability of borders, the crucial role of the NGO's, etc.

    What the event lacked in quantity (about 70 participants) it made up for in quality, both in the presentations and audience participation, and all agreed that it should be only the first in a series of recurring conferences.

  • INTRODUCTION

    Comme l'a indiqué Jean Chrétien, Premier ministre canadien, dans son allocution prononcée devant l'assemblée plénière du Sommet du millénaire (6-8 sept. 2000), les Nations Unies sont la pierre de touche de la politique étrangère du Canada. L'aide internationale au développement et l'humanitaire sont depuis toujours l'une des grandes préoccupation de ce pays, qui a accueilli avec grand plaisir l'adoption à l'unanimité d'une résolution appelant à une refonte complète des activités de maintien de la paix de l'ONU.

    À l'heure actuelle, les conflits ont tendance à se dérouler au sein des frontières d'un État plutôt qu'entre deux pays, et ils font surtout des victimes parmi la population civile. Il ne suffit pas de chercher à maintenir la paix à l'issue d'un conflit. L'ONU doit également être en mesure (…) d'empêcher le conflit d'éclater, ce qui pose la question épineuse de l'ingérence dans les affaires intérieures d'un pays.

    Cet extrait d'un article de la revue Canada World View résume bien les préoccupations sous-tendant l'organisation du colloque Intervention humanitaire et nouvelle diplomatie éthique, qui a eu lieu le 16 mars 2001 à Gand (Belgique). Organisé conjointement par l'ambassade du Canada à Bruxelles, l'OTAN et l'association flamande des études canadiennes, cet échange de vues entre un petit nombre d'universitaires et de spécialistes de terrain a permis d'aborder les questions les plus brûlantes : prévention des conflits plutôt qu'intervention a posteriori, sécurité humaine contre souveraineté nationale, rôle des médias, exploitation de la pensée humanitaire par les États, justification juridique du droit d'ingérence contre principe d'inviolabilité des frontières, rôle crucial des ONG, etc.

    Si la manifestation était d'ampleur restreinte (70 participants environ), la qualité des conférenciers comme celle de la participation du public étaient d'excellent niveau, et chacun a convenu qu'il faudrait répéter l'expérience à intervalles réguliers.
